200% is the most-used cutoff that no single federal rule sets. It turns up in state utility assistance, in sliding-scale fees at community health centres, in subsidised childcare and in a long list of local programmes — each of which adopts the multiple in its own regulation. There is no authority to cite for “200% of poverty” in general, only for the programme in front of you.

Programmes also differ on whether they compare annual or monthly income. Dividing the annual figures here by twelve gives the monthly line exactly, but a programme may publish a rounded monthly figure of its own, and at the boundary a rounded figure and an exact division are not the same number.
