A tender can look profitable and still be impossible to submit or finance. A mandatory document may be missing, a certificate may expire before the deadline, the required team may already be committed, or retention and a guarantee may create a cash gap before the buyer pays.

Tender Readiness & Bid Economics Desk keeps these decisions together. Build a compliance matrix with the exact source section, owner, evidence and status. Plan clarification and submission tasks. Calculate delivery cost, target-margin price, bid preparation cost, guarantee fees, collateral, retention and dated customer payments. Compare required role-hours with available capacity.

The Go / No-Go page does not hide problems inside one score. Eligibility, evidence, deadline, capacity, margin and funding remain separate gates. A management decision can be Go, Conditional Go or No-Go, with the named reviewer and reasons recorded. The program does not write the response, interpret procurement law or predict a win.

Worked example with the demo numbers. Delivery cost is $80,000 and the target margin is 20% of revenue, so the price before tax is $80,000 / (1 − 0.20) = $100,000. A 20% markup on cost would give $80,000 × 1.20 = $96,000 — both are valid calculations, and the screen always says which one it uses. An invoice of $100,000 with 10% retention brings $90,000 on the payment date and $10,000 only when the retention is released. A guarantee that locks $20,000 of cash collateral changes the cash curve but is not an expense; its $2,000 fee is. If delivery needs 100 electrician hours in a week, 70 are available and 20 are already committed, the gap is 50 hours.

In the second demo tender the price gives a $30,000 margin if won, yet the cumulative cash position falls to −$95,000 before the first payment arrives, against $40,000 of funding available, and the electrician gap cannot be covered by an eligible subcontractor. The margin gate passes; the funding and capacity gates fail. That is exactly the case a single score would hide.

Optional expected value is shown only when you enter your own win probability, and it is labelled as your estimate: with revenue $100,000, delivery cost $70,000, a 40% probability and $5,000 of bid preparation, EV = 0.4 × ($100,000 − $70,000) − $5,000 = $7,000. It never overrides a failed mandatory requirement.

What you get: a requirement and evidence matrix; document expiry checked on the submission date; a work plan with dependencies that can never form a cycle; margin or markup pricing with a formula preview; a dated working-capital schedule with peak funding; guarantee, collateral and retention treatment; capacity gaps by role and week; optional expected value; a recorded decision with a snapshot of every gate; and a submission pack with indexes, checklists, calendar and spreadsheet exports.

What it does not do: it does not write or edit your bid text, interpret procurement law or tender conditions, declare legal compliance, connect to procurement portals or predict whether you will win. Requirements, weights, scores, dates and amounts are entered by you from the tender documents.

Open the fictional services tender in the demo to see a bid that is profitable on paper but fails a funding or capacity test — before you buy.

What you get

  • Requirement matrix with source section and page, type, owner, due date, evidence, status and reviewer — mandatory filter always visible.
  • Ready only when every mandatory requirement is met with its evidence; “partially met” is never counted as ready, and a mandatory “not applicable” needs a written reason.
  • Document register with version, signer, language, format and size limits; expiry checked on the submission date, not today.
  • Work plan with owners, dates and prerequisites: a task due after the deadline fails visibly and a dependency cycle is refused when you save.
  • Price by target margin on revenue or by markup on cost, with the other convention shown apart and tax entered separately.
  • Bid preparation, platform, translation and certification costs counted once, win or lose.
  • Dated cash schedule: costs, customer receipts, retention, cash collateral and guarantee fees, with peak funding and the lowest cash day.
  • Capacity by role and week against available and already committed hours; a subcontractor counts only when eligible and priced.
  • Seven independent gates and a Go, Conditional Go or No-Go decision recorded by a named reviewer, with the reasons and an input snapshot.

How it works

  1. Set up the opportunity. Enter the buyer, tender reference, issue, clarification, submission, award and start dates, the validity period and the lots you are bidding for.
  2. Build the matrix and evidence. Record each requirement with its source section and page, owner and status, link documents and tasks, or import the requirement list from a CSV file.
  3. Price and fund the bid. Enter cost lines, contingency and the pricing convention, then the invoices, retention, guarantee collateral, fees and role-hours on their dates.
  4. Review the gates and decide. Read each gate with its reasons, record Go, Conditional Go or No-Go with the reviewer and conditions, and export the submission pack.

What it does not do

No bid writing or editing of your response text; no interpretation of procurement law or tender conditions; no legal declaration; no connection to procurement portals; no win prediction. Win probability, scores and weights are your own entries and are labelled as such.

Questions

Does it use AI?

No. The tool uses explicit calculations and rules. Results depend on the records and assumptions you enter.

Do I need a subscription?

No subscription is required for the one-time purchase of this product. Access through TidyCents PRO follows the current PRO terms.

Where is my data stored?

Working records are stored on your device. Keep a backup, especially before changing browsers, clearing browser data or moving to another device.

Can I try it before buying?

Yes. The demo contains three fictional tenders — a ready services bid, a profitable bid that fails funding and capacity, and a two-lot bid with conditional evidence — so you can inspect every screen and result before buying.

Does it write my bid or check legal compliance?

No. It organises requirements, evidence, dates, costs and cash so you can see what is missing. The response text, legal interpretation and any declaration remain yours.

Why is a profitable tender shown as No-Go?

Because margin is only one gate. If the cumulative cash position falls below the funding you entered, or a role-week cannot be staffed, those gates fail on their own. The tool suggests; the named reviewer records the decision.

What is the difference between margin and markup here?

A target margin is a share of the price: cost / (1 − margin). A markup is added to cost: cost × (1 + markup). On $80,000 at 20%, that is $100,000 versus $96,000. Each lot uses one convention and the label always says which.

Is the win probability a prediction?

No. Expected value appears only if you enter your own probability, and it is labelled as your estimate. It never changes a gate.
